      The Government of Telangana vide G.O. Ms. No. 118 Rev. (Excise-II) Dept. Dt:20.06.2018 has waiver the collection of Toddy Rentals from June, 2018 and licence period has been extended from (5) years to (10) years.

  • As per rule 47(1) of T.S. Excise Rules, 2007 each tapper should tap minimum of 30 trees in terms of dates trees. The toddy drawn shall be sold at licenced premises only.
  • The applicants shall be subjected to the routine tapping test, verification of nativity / residence / profession etc.,
  1. Conversion of TFT to TCS :

The Government of Telangana has accorded permission for conversion of TFT to TCSs if the TFT members are willing to convert to TCS.

  1. TSBCL Depot: The TSBCL Depot is functioning at IML Depot Irkode Siddipet District

     10. ID Crime:-

It is submitted that as per the instructions of the Government of Telangana State for complete eradication of I.D. Liquor crime in the Siddipet district on war foot basis.  Accordingly the department has taken several measures to curb the I.D. Liquor crime.  From the date 11.10.2016 all the field Officers of the department have engaged in the Checks, Raids, Inspections and Route Watches regularly/ frequently and taking strong steps to control illicitly distilled liquor crime in various thandas, Villages and manufacturing places. Route watches were also being conducted for vehicular check for curbing the illicitly distilled liquor crime.  All efforts are being made by conducting surprise checks and raids at the suspected places and vulnerable points to control illicitly distilled liquor crime on iron hand. 

  1. The menace of I.D. liquor crime was systematically dealt with. First, the I.D. centers were categorized as A, B & C depending on the prevalence of crime and quantity of production.

    A- Category – Major I.D. manufacturing centers with history of revolts,  ransporting, sales, consumption etc.

    B- Category – Small manufacturing centers, transport, sales and consumption.

    C- Category – No manufacturing, but long history of sales and consumption.

The following methods were adopted to check I.D. liquor crime.

  1. Joint Raids :

A – category centers are raided every week by conducting joint raids wherein teams from Enft. wing, District Task Force, concerned station teams, and teams from nearby stations are involved.

  1. Regular Raids:

B – category centers are raided by local station teams and sometimes jointly, once in a week days.

    3. Route – watches:

Route watches are conducted regularly in identified routes, at odd timings, surprisingly to check the inflow of I.D. Liquor from other districts and from manufacturing centers to the sale points etc.

  1. Seizure of Black Jaggery and other raw materials:

Strict vigil is kept on the supply of Black Jaggery, other raw materials such as Alum, Ammonium Chloride etc., Seizures are made, cases are booked against the culprits. Seizing vehicles and destroying F.J. Wash etc.

      5.109 Cr.P.C. & 110-Cr.P.C:

Habitual offenders are bounded over under 110 Cr.P.C during elections, festivals etc., when there is more demand for I.D. Liquor.

   6 . Detection of I.D. Liquor Cases:

Strong efforts are being done by the department with effect from 11.10.2016 on war foot basis. Due to stringent measures taken as explained above, ID crime was eradicated from the District.   During the above period of special drive briefing the progress/ improvement of the control of I.D. Liquor crime to the District Collector/ Commissioner of Proh. & Excise, / Director of Enforcement (Proh. Excise) T.S., Hyderabad and receiving instructions time to time for total eradication of I.D. Liquor crime in the District.

Further, it is submitted that all efforts are being made with the coordination of staff of regular wing and enforcement wing of the Proh. & Excise dept. to curb the crime of illicitly distilled liquor in the district.  The reviews also being conducted with the subordinate officers regarding the progress made and they are being instructed time to time for discharging their duties effectively to control the crime.

In view of above, it is submitted that resulting the sincere efforts of the department with the co-operation and help of Revenue and Police departments, Siddipet District was declared as (100%) Illicitly Distilled Liquor crime free by conducting a public meeting in the district head quarters on 02-06-2017  at  Government Degree College Ground by the Hon’ble Minister Sri. T. Harish Rao.

    11 . GPERS:

                The Government of Telangana State after careful examination of the matter, the Government has decided to rehabilitate the Gudumba effected persons under specially designed Gudumba Effected Persons Rehabilitation Scheme as part of Economic Support Scheme of various welfare departments. The Gudumba Effected Persons would be rehabilitated with viable and suitable productive assets depending upon their skills, experience, interest and local conditions to ensure sustainable livelihood.

                In this regard in Siddipet District sanctioned total 187 beneficiaries. The details are as follows:

         Further, it is submitted that all the possible efforts are being made with the coordination of staff of regular wing and enforcement wing to see that once again there is no rise of crime of illicitly distilled liquor in the Siddipet District.  The subordinate officers are being instructed time to time for discharging their duties effectively to control the crime as well as to improve Government Revenue.

   12. Ganja: It is submitted that at present there is no cultivation of Ganja in the Siddipet District whenever there is information regarding cultivation / illegal possession raids are being conducted and cases are registered by SHO concerned. The Station House Officers are taking steps to control the inflow of Ganja in to the Siddipet District. Identification of sensitive points is done for control of inflow of Ganja across the interstate borders and streamlining the functioning of check posts to prevent inflow of liquor by way of effective co-ordination with the officials of border strength. Intelligence teams have been formed to identify the transportation/ possession / sale of Ganja in the Siddipet District, where ever noticed cases have been registered.                                                           

   13. Ex-gratia: As a welfare measure the department is sanctioning the Ex-gratia to the tappers injured/died while tapping the trees. As per guidelines issued in G.O. Ms. No. 164, dt. 14.07.2017, the applications for sanction of ex-gratia should be submitted to the District Proh. & Excise Officer concerned within a month of accident. The District Collector is competent to condone the delay in filing application up to (30) months. After personal enquiry of the application for ex-gratia, the District Proh. & Excise Officer should submit the note informing the facts of the case to the District Collector for sanction of ex-gratia for death, permanent disability and temporary disability. The District Collector may sanction ex-gratia of Rs. 5,00,000/- in death case and permanent disability case and Rs. 10,000/- in temporary disability case.

20.People friendly measure undertaken by the officers: It is submitted that Awareness programme have been conducted in the villages, Schools, Colleges and also wall paintings, posters at place where the people gather in villages have been completed to get awareness among the people regarding the evil affects of ID and adulterated toddy.
